The option to buy the land comes from the steward, not the jarl. For morthol you need to do the laid to rest quest.

I noticed that dawnstar and falkreath didn't have actual houses to buy like some of the other holds, and i was a bit irritated as these are in my opinion the most interesting (appearance wise) holds in the game. So whe i inish the mission about killing the giant the jarl allows me to buy the house (i remember that only allows you to buy it when you are thane so i think that's a bug).

After i completed the waking nightmare mission, i went to talk to jarl, he thanked me for solving the problem with the nightmares and then there was no option. I can’t buy the house in windhelm!?

Theres no steward, just the jarl, an imperial standing next to her with no dialogue options and the court wizard. After installing hearthfire, you may purchase this plot of land at the white hall in dawnstar.when you ask if you can buy a house in the hold, you will be told that there are no houses for sale at that time, but a new plot of land is available.

While finding each house is somewhat easy, purchasing and build them is a whole other story. That dlc comes now standard with the legendary edition of skyrim, or you can buy it via steam.
